How this is measured
- Definition. A “confirmed violation” is a City code-enforcement building inspection whose recorded status contains “In Violation,” over the trailing 24months, dated by the date the inspection was conducted and located by the property's neighborhood. We use the inspection record — not the code-case status — because a case's headline status (e.g. “Closed (Compliant)”) hides violations that were found and later fixed.
- Sub-types.The filter buttons are the City's own inspection case type. “Site Inspection - Code” is a generic bucket the City uses for most code inspections and accounts for roughly three-quarters of violations — it does not describe the specific problem. The descriptive types (Environmental, Defective Maintenance, Unsafe/Unfit) resolve the rest; one small zoning type (“Zoning Code Case”) is included for completeness. “Site Inspection - Zoning” is excluded— Richmond Planning & Development Review told us (2026-07-08) that inspectors don't apply it consistently, so it isn't a reliable signal here.
- Counts (all sub-types). 4,436 distinct properties · 16,579 inspection events · 5,745 code cases · 142 neighborhoods, over Aug 13, 2024 – Aug 12, 2026. Last refreshed August 13, 2026. The headline leads with distinct properties; inspection events are the secondary figure. A property cited under more than one sub-type is counted once in “All sub-types” but appears under each type it was cited for.
- This signal starts in November 2022. Our link between code cases and their inspections does not extend earlier, so this is not a long-run history.
- Recent months undercount. The most recent 3 months are still accruing (re-inspection and status-flip lag) and are marked incomplete on the chart.
- The rate is a rough normalizer. “Per 1,000 parcels” divides by every parcel in a neighborhood (residential, commercial, and vacant alike), not by housing units, so it is a size adjustment, not a precise per-home rate. Neighborhoods with very few parcels can swing on small numbers.
- We do not rank “worst.” Counts reflect both how many properties exist and how actively an area was inspected. We present the data and the methodology and leave interpretation to the reader.
