For every Richmond neighborhood, we track the typical home's assessed-value change from 2022 to 2026— the same parcels, valued both years, so the number reflects the market reassessing property that's already there, not new construction entering the count.

How this is computed

For each neighborhood, we take every parcel assessed in both 2022 and 2026 and find the median percent change across them — the typical home, not the neighborhood's total assessed value. Only neighborhoods with at least 50 such parcels get a rank; 133of Richmond's 148 neighborhoods qualify. This is a share of the market reassessing existing property — it can't distinguish that from new construction on its own, which is why the split above and the construction page exist.
