To declare as surplus and authorize the sale of real estate owned by the City of Richmond, containing 6,250 square feet, more or less, lying at the rear of property known as 6862 Westcott Drive, being lots 4 and 5 in Block F, Westover Gardens, fronting 50 feet on the southerly right of way line of an unimproved alley, as shown shaded on Department of Public Works Drawing No. N-21714, dated September 11, 1987, upon certain terms and conditions.
