To amend and reordain Section 25-9 of the Code of the City of Richmond, 1985, as amended, concerning charges for the disposal of refuse by delivery of same to sanitary transfer stations operated by the City, to fix the charge for such disposal on a basis of twenty-two dollars per ton, computed to the next highest whole dollar per ton of refuse, and to fix charges when computed on the carrying capacity of the motor vehicle.
