To amend and reordain Section 12-286 of the Code of the City of Richmond, 1985, concerning the fee to be charged and to be paid into the City treasury by persons receiving services provided by emergency ambulances providing such services pursuant to contract entered into by such provider with the City of Richmond, to except services provided by such contractual providers of emergency services if the services rendered are as a back-up provider for the Forest View, Tuckahoe, or West End Volunteer Rescue Squads.
