To authorize Robert c. Bobb, City Manager, for and on behalf of the City of Richmond, to enter into and execute an agree­ment with Richmond Redevelopment and Housing Authority and the Kwik-Kafe' Co., Inc., also known as Swanson Corporation, doing business as Entertainment Services, to provide for the operation of food, beverages, novelty, catering and conces­sion services including the furnishing of supplies, equip­ment and improvements necessary for such operation at the Exhibit Hall, known as the Richmond Centre.
