To authorize the Arts Council of Richmond, Inc., to use portions of Byrd Park for holding an event to be entitled: "The Children's Festival", to allow the sale and consumption of beverages, to allow the preparation and sale of food, the sale of festival related items, and to permit presentation of live amplified music in said Byrd Park, on October 9, 10, 11 and 12, 1986.
