To close to public use and travel a portion of Blair Street, 7 feet in width and [40} 50 feet in length that lies [120] 110 feet, more or less, east of the east right of way line of Randolph Street and [239.78] 249.78 feet, more or less, west of the west right of way line of Harrison Street, shown shaded on Department of Public Works Drawing No. N-21660, dated March 30, 1987, entitled: "Proposed Closing of a Turn-Around in Blair St. and Dedication of Land to Extend Blair St. Bounded by Harrison, Randolph, Winder, and Claiborne Sts.", upon certain terms and conditions, including the dedication of a strip of land 55 feet in width by [120] 110 feet in length, containing [6,600] 6,050 square feet, more or less, for the purpose of extending Blair Street westerly to the east right of way line of Randolph Street in order that Blair Street serve as a through street from Harrison Street to Randolph Street.
