To close to public use and travel two north-south alleys, one of which lies 100 feet east of the east right of way line of Rowland Street, and the other lies 100 feet west of Meadow Street, said alleys extending from the northerly right of way line of a 19.55 foot, more or less, wide alley that extends easterly from Rowland Street to Meadow Street, to the south right of way line of a 10 foot wide alley that extends easterly from Rowland Street to Meadow Street, the two alleys to be closed being separated by a parcel of land 37 feet (east and west property lines) and by 121.17 feet (north and south property lines), in the block bounded Grove Avenue, Meadow Street, Floyd Avenue and Rowland Street, shown shaded on a plan prepared by the Department of Public Works, Drawing No. N-21663, dated April 9, 1987, entitled: "Proposed Closing of Two 10’ Alleys Bounded by Meadow St., Grove Ave., Rowland St., & Floyd Ave.” , upon certain terms and conditions.
