To authorize the acquisition in the manner prescribed by Section 18.03 of the Charter of the City of Richmond of twelve parcels of land in the area bounded by Fifth Street on the east, Jackson Street on the south, Third Street (relocated) on the west, and Duval Street on the north, said parcels being identified by the numbers 4 (Edwards. Carl), 5 (Edwards. and Norma B. Carl), 6 (Norma B. Carl}, 8 (Lillian M. Taliaferro), 9 (Virginia Properties Partner­ship), 10 (Edward M. Drummond, et al), 13 and 15 (Aronson Thorpe Partnership), 14 (Billy Bennett), 23 (Jannie M. Baker), 25 (Balom Evans) and 29 (B. S. Smith), all shown shaded on Department of Public Works Drawing No. P-21564, dated July 18, 1986, and containing in the aggregate 87,404 square feet, more or less, for the purpose of establishing a visitor orientation center.
