To declare that a public necessity improvement, operation and maintenance of permanent drainage facilities or easements along Goose Creek between Dinwiddie Avenue and Maury Street, east of 15th Street, and to authorize negotiations for the acquisition of the necessary permanent easements in property for the purpose.
