To amend and reordain Section 18-46 of the Code of the City of Richmond, 1985, concerning assessment of costs incident to civil actions filed in courts of the City of Richmond, to fix the sum of such costs at two dollars for all such civil actions, increasing same from one dollar per action in courts of record and fifty cents per action in courts not of record.
