To declare that a public necessity exists for the acquisition of land (4 parcels), and also certain permanent easements upon land, in the area bounded by the Manchester Canal, the Southern Railway right of way, the James River, and Hull Street, the property acquisition as shown "shaded” and the permanent easement acquisition as shown "hatched" on Department of Public Works Drawing No. 0-21676, for a public purpose, construction of the Floodwall Project, and to authorize negotiations for the acquisition of the property and permanent easement rights necessary for the purpose.
