To declare that a public necessity exists for the acquisition of temporary construction easements in and across certain property owned by Manchester Board & Paper Co., Inc., and Virginia Power, such property situated as shown “shaded” on Department of Public Works Drawing No. 0-21676-A for a public purpose, construction of the Floodwall Project, and to authorize negotiations for the acquisition of the temporary construction easements in the property for the purpose.
