To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a GRTC Downtown Transfer Hub Site Memorandum of Understanding between the City of Richmond and the Greater Richmond Transit Co. for the purpose of constructing a permanent transfer hub and mixed-use development at 500 North 10th Street.
