To declare that a public necessity exists for the construction, operation and maintenance of permanent drainage facilities in the Falling Creek Watershed, along a branch, west of Branchwood Drive and south of Walmsley Boulevard, and to authorize negotiations for the acquisition of the necessary easements, permanent and temporary, in property for the purpose.
