To accept the offer of Hilton W. Goodwyn, Jr., and Robert A. Goodwyn to convey to the City of Richmond for $15,800 a parcel of land, containing 2,105 square feet, more or less, known, numbered and designated Rear 709 and Rear 709-1/2 Fourth Street ( Parcel-19), lying on the easterly right of way line-of a 12-foot, more or less, north-south alley, extending from the north right of way line of Jackson Street to former south right of way line of Duval Street, bounded on the south by 402 and 404 Jackson Street, on the east by 709 Fourth Street and on the north by 711 Fourth Street, extending easterly from the east right of way line of said alley 47.3 feet, necessary for establishing a visitor's orientation center, as shown shaded upon the copy of the plan on file in the Department of Public Works, marked "Drawing No. P-21564."
