To authorize the Richmond River Festival Committee to use Brown’s Island, Chapel Island, Great Ship Locks Park and Richmond Intermediate Terminal for the River Festival ’87, which will include live entertainment, erection of tents, sale of foods and other items, open fires for cooking demonstrations, banners and decorative items (not to be attached to electrical poles), the sale of alcoholic beverages (beer only), and camping (night to be spent in the park for security purposes) on Friday, May 8, through Sunday, May 10, 1987.
