To declare surplus certain real estate owned by the City of Richmond, formerly known as Uppingham Road, extending southerly from the south right of way line of Cherokee Road distance of 237 feet, more or Iess, as shown shaded on a plan prepared by the Department of Public Works, Drawing No.N-21497-A, dated December 19, 1986, entitled: "Proposed closing of Uppingham Road, South of Cherokee Road", and to accept the offers of Robert L. Harris and Audrey M. Harris and Harold L. Cole, Jr., and Katherine W. Cole to purchase same, upon certain terms and conditions.
