To close to public use and travel Abingdon Street ( lies south of Spring Street) extending easterly from the east right of way line of Belvidere Street to the west right of way line of 1st Street, a distance of 450 feet, more or less, and containing 12,885 square feet, more or less, as shown shaded and hatched on a plan prepared by the Department of Public Works, Drawing No. N-21610, dated November 14, 1986, entitled: "Proposed Closing of Abingdon Street, Between Belvidere St. and 1st St., South of Spring St.", upon certain terms and conditions.
