To amend and reordain Sections 21-26, definition􀁏, of Article II, Retirement Systems, in Chapter 21, Personnel, of the Code of the City of Richmond, 1985, to provide in the definition of "normal retirement date" for a member who is a police officer or a fireman, if such police officer or fireman has a minimum of twenty-five (25) years creditable service, his fiftieth birthday; if such officer has reached age fifty (50), but has less than twenty-five (25) years of creditable service, the date upon which he completes twenty-five (25) years service; age sixty (60) if such police officer or fireman has less than twenty-five (25) years creditable service.
