To declare as surplus and authorize the sale of two parcels of real estate owned by the City of Richmond having front age on the west right of way line of Jennie Scher Road and lying east of Gillies Creek, designated as Parcel 1 (containing 2.32 acres, more or less), as shown shaded on Department of Public Works Drawing No. O-21428, dated September 20, 1985, upon certain terms and conditions.
