To amend and reordain Section 16-2 of the Code of the City of Richmond, 1985, concerning the creation of old and historic districts and the boundaries of such districts, to enlarge the boundaries of the "Shockoe Valley Old and Historic District” , by extending same northerly to Marshall Street between 19th Street and 21st Street and southerly to 21st Street between Marshall Street and Franklin Street.
