To authorize the City Manager, Manuel Deese, for and on behalf of the City of Richmond, to submit to the United States Department of Housing and Urban Development a proposed amendment to the 1985-1986 Community Development Block Grant application of the City of Richmond (Ordinance No . 85- 99-119, adopted May 28, 1985), to increase such application by $87,300, from $4,678,000 to $4,765,300, and to increase the amount allotted for contingencies by $87,300 from $52,000 to $139,300.
