Description
For YEARS the aggressive/ILLEGAL panhandling (and the inevitable accumulation of trash, rotting food, human feces/ excrement, and the like) that plagues the intersection of W Main and the Boulevard on a daily basis has, despite REPEATED pleas for help, continued unabated. But had JUST ONE cop addressed the repeated calls for service, rather than driving through the area w/o braking, by using concealment to observe the violations to obtain the probable cause necessary to effect an arrest, we might feel hope rather than a collective powerlessness. BUT, if the cops can't or won't, .........................
