Description
Two men driving a City of Richmond pickup truck pulled up quickly to two construction dumpsters at 2218 E Grace and three 10 large bags of residential trash into them. When they noticed we were looking at them from our car they sped away. We caught up to them at a stop sign and took a photo of the license plate. It was about 9:00 AM on Saturday, March 13, 2021.
