Description

Landlord dumping/code violations continue and worsen. History of violations at RPD000001005, PDR000005058, PDR000005059. Following submission of PDRs 5058 and 5059, landlord (1) did not clean 3-week-old-plus trash from recycle bins, (2) placed two illegal blue trash cans that city will not collect from, and (3) placed two illegal, stolen, broken city of Richmond trash cans on site. Because recycle bins have been overstuffed for weeks, they have collected water vermin tear into trash bags. Stolen city trash cans are so old and broken that they have no lids, and rain water and vermin get in and out, constantly pulling trash into the alley. One stolen city trash can says it belongs to the "34XX" block, and the other is so old and broken that a number is not visible. Landlord has an indoor "valet" trash and recycle service and should remove all these cans and bins from the property and improve its valet trash service to reasonable standards. Landlord should not place illegal cans on site. Landlord should clean kitchen trash from inside of recycle bins and not allow kitchen trash to be rained on, picked through by vermin and turn into a soupy, foul mess at the bottom of cans. City trash/recycle collection men and women should not have to make up for landlord being derelict in its duty to provide adequate trash/recycle services to residents. This area serves both 3224 and 3226 Stuart Ave buildings, which between them have 24 electrical units/HVACS. Revenue from those 24 units should be healthy and landlord should be able to afford to provide decent trash service to residents.
