Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federal publication that applies to all streets open to public travel. All-way stops are not planned at China St and S. Laurel St because this intersection does not meet the MUTCD traffic volume requirements.
