- Staff · May 27, 2026The Department of Public Works (DPW) must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All-all-way stops must meet the warrants in the MUTCD. Stony Point Parkway as it intersects with the entrance to James River at Stony Point does not meet the traffic conditions in the MUTCD for an all-way stop. Stony Point Parkway as it intersects with the entrance to Creek’s Edge at Stony Point does not meet the traffic conditions in the MUTCD for an all-way stop. The average speed on Stony Point Parkway between the entrance for Creek’s Edge at Stony Point and the entrance for James River at Stony Point ranged between 26mph and 28mph in the 25mph speed zone. Traffic calming is not planned.
