Description
There is construction at 15th & Hull St and it is blocked, cannot access 15th Street. Alternate route is the alley accessed via Cowardin Ave, is frequently blocked by construction trucks. 15th St. is one-way, unable to access designated parking, making this alley (enter via Cowardin) the only practical access to parking. Yesterday AM, I narrowly cleared a truck with no worker assistance, creating a near-collision. A colleague had to back out due to the same truck blocking the through-way.
