DPW informed a Richmond Police Lieutenant about speeding concerns. Flashing lights is a capital project and not in the adopted FY26 city budget. Libbie Ave & Guthrie Ave is part of a federal funded project that will install a raised crosswalk at Guthrie Ave. DPW plans to mark a crosswalk at Guthrie Ave in the interim.
