DPW must perform engineering studies in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. The MUTCD conditions are mainly about a combination of traffic on the free flow street and the stopped street. All-way stops are not currently planned since R St and N. 26th St because the intersection does not meet the MUTCD traffic volume requirements. The average speed on N. 26th St at R St measured less than 20mph in a 25mph zone. Traffic calming measures are not planned.
