Description

At this junction is a grocery store operates on Saturdays and a childcare center operating during the week, plus the nearby 3 bus route. These operations bring in heavy traffic and a need for pedestrian safety. According to the (MUTCD), a multi-way stop would be warranted if total traffic volume entering the intersection from all directions averages at least 500 vehicles per day. Laburnum Avenue has had an annual average daily traffic of 21000 for both 2023 and 2024. See attachment for data.

    The city has current traffic and speed data for most city-maintained streets. This is true for Meadowbridge Rd, (major street) and Pensacola Ave (minor street). The AADT follows: - Major street o North leg = 6500 o South leg =9000 - Minor Street o East leg = 900 At this intersection the volume conditions set forth in the Federal Manual on Uniform Traffic Control Devices (MUTCD) for an all-way stop for the major street meets the volume threshold of 300 or more an hour for each hour for eight hours of a day. The minor street does not meet the volume threshold of 200 or more an hour for each hour for eight hours of a day. Both volume conditions must be met for the all-way stop to meet the MUTCD. The average speed on Meadowbridge Rd in this immediate area is 32mph in the 35mph zone. Gaps in traffic for pedestrians to safely cross the street is a key issue for crossing the street. I believe there are sufficient gaps in traffic for pedestrians to safely cross Meadowbidge Rd at Pensacola Ave / Ladies Mile Rd. Also, DMV crash records for the latest nine years (1.1.17-12.31.25) did not show any reported pedestrian crashes at this intersection.
