    The Department of Public Works must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before proposing an all-way stop. This is a federal publication that applies to all streets open to public travel. Warrants in the MUTCD must be met. The intersection of R St and 26th St does not meet the traffic conditions set forth in the MUTCD for an all-way stop.
