The sampled average speeds on Chicago Ave between Richmond Hwy and E. 16th St measured 13mph in a 25mph zone. Speed tables are not planned at this time. The Department of Public Works must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before proposing an all-way stop. This is a federal publication that applies to all streets open to public travel. Warrants in the MUTCD must be met. The intersection of Chicago Ave and E. 20th St does not meet the traffic conditions set forth in the MUTCD for an all-way stop.
