- Staff · March 2, 2026Improvements on Bainbridge St such as bump outs are capital improvements and not in the adopted FY26 City Budget. The Department of Public Works must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before proposing an all-way stop. This is a federal publication that applies to all streets open to public travel. Warrants in the MUTCD must be met. None of the intersections on Bainbridge St between 9th St and 15th St meet the traffic conditions set forth in the MUTCD for an all-way stop. The average speed on Belvidere St between 9th St and 15th St ranged from 21mph to 26mph in the 25mph zone. A speed table is between 12th St and 13th St. Additional speed tables are not currently planned.
