Description
The signals on this section of Cary St are set for a progression speed (“green wave”) of 30 mph, despite the 25 mph speed limit. This encourages speeding, which is particularly dangerous for pedestrians. Please change the signal timing progression to more appropriately match the speed limit.

- Staff · February 18, 2026Timing Plan Development Using traffic count data, clearance intervals, and existing signal timing settings provided by the City, four coordinated timing plans were developed to accommodate AM, Midday, PM, and Off peak traffic volumes and travel patterns for the 506 signalized intersections. A fifth coordinated timing plan was developed to accommodate weekend peak conditions for 20 intersections south of the James River. To align with the City’s multimodal safety and operational goals, the coordinated timing plans were developed with the following objectives: ? To prioritize progression of movements through high volume routes, which have the greatest potential to reduce travel time, number of stops, delay, and vehicle emissions for the greatest number of street users ? To provide bidirectional vehicle progression with an emphasis on the predominant travel direction during each peak period ? To encourage slower speeds by timing for the posted speed limit and incorporating planned stops ? To provide enhanced pedestrian accommodation and minimize pedestrian delay ? To increase transit throughput and minimize transit delay Synchro 11 Professional software was used as a tool to develop timing plans. Timing plan development included evaluating cycle lengths, developing splits, designing offsets, and optimizing phase sequences. The timing plan development steps are described below.
