- Staff · February 17, 2026The Department of Public Works must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before proposing a traffic control signal or an all-way stop. This is a federal publication that applies to all streets open to public travel. Warrants in the MUTCD must be met. The intersection of N. 18th St and E. Grace St does not meet the traffic conditions set forth in the MUTCD for a traffic control signal or for an all-way stop. Staff will field check for needed No Parking signs on the corners to enhance intersection sight distance.
