Description
This resident continually leaves their trash can out on the sidewalk median. When trash is picked up, it results in the can being placed in the right of way. The resident jokes that "the city doesn't even fine her anymore" and has even written a note on her can that others shouldn't use it for public use, even though she feels its OK to keep it in a public space. This is a resident is a frequent offender. Neighbors move it in out of exhaustion, but it doesn't help.
