    DPW must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. All all-way stops must meet the warrants in the MUTCD. All-way stops are not planned at any of the intersections mentioned because none of them meet the MUTCD traffic volume requirements.
