    The Department of Public Works must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before proposing an all-way stop. The MUTCD is a federal publication that applies to all streets open to public travel. Warrants in the MUTCD must be met. The intersection of Lakeview Ave and S. Addison St does not meet the traffic volume requirements set forth in the MUTCD for an all-way stop.
