- Staff · November 12, 2025Thank you for your patience while the City reviewed your report regarding materials and a private structure located over the drainage area along 107 Yancey Street.The Department of Public Works – Right-of-Way Division has completed a joint inspection with the Department of Public Utilities (Stormwater). Stormwater found no impacts to City-maintained drainage infrastructure; however, the inspection confirmed that private materials and structures have been placed within the public right-of-way.Accordingly, DPW Right-of-Way is issuing a Notice of Violation (NOV) to the responsible property owner for unauthorized encroachment in the public right-of-way (City Code § 24-25). The NOV directs removal of the obstruction and restoration of the area to City standards within the specified compliance period. Our team will monitor the location and perform follow-up inspections to verify compliance.
