Description
This apartment complex allows residents to let their dogs poop all over the sidewalks between 23rd and 25th street on Franklin. There is so much poop you have to walk in the street to avoid it. If someone was in a wheelchair they'd have to go right through giant mounds of poop. It is a constant issue no matter the day or month.
