Description

Follow up to request DPW000219099. The four way stop signs are not affective. Traffic volume has increased due to google and mapquest showing this route as a way to go thru from Patterson to Grove Avenue. Speed humps may be required at these stop signs to force the traffic to obey the laws. I would appreciate talking to a traffic engineer.

    If you believe the four-way stop is not effective, please note they were legislated by City Council Ordinance No. 2000-174-236. A City Council Ordinance is required to remove the four-way stop. (Contact the Richmond Police Department (804.646.5100) to report vehicles running stop signs.) The average speed on all intersection legs at the intersection of Harlan Circle and Oak Lane ranged from 12mph – 18mph in the 25mph speed zones. The speed samples are in general compliance with the posted 25mph speed and speed tables are not planned. The hourly peak hour traffic volume on each leg ranged between 8 and 39 vehicles an hour for two-way traffic. I don’t believe these volumes reflect a “cut through” pattern between Patterson Ave and Grove Ave. The general practice for DPW is to manage traffic in place along public streets in lieu of placing restrictions such as No Thru traffic signs. The FY2026 Adopted Annual Fiscal Plan does not include funding for improvements at the intersection of Harlan Circle and Oak Lane.
