- Staff · November 6, 2025There is an all-way stop at the intersection of Harlan Circle and Oak Lane where all vehicles must stop. Drivers should remember to use appropriate turn signals and watch for pedestrians and other vehicles before leaving the stopped condition. City Council supported the all-way stop via adopting Ordinance No. 2000-174-236. This Ordinance reads in part: “WHEREAS, it is the consensus of Council that it would be in the best interest of the citizens of the City of Richmond and especially the citizens who reside near Harlan Circle and Oak Lane to erect all-way stop signs at the intersection of Harlan Circle and Oak Lane…”
