Description
This property uses the alley as its driveway and extended the backyard fence to include the alley, as well as built a structure on the alley behind the fence. I don't think they knew when they purchased the house that the alley wasn't part of their property/driveway. They probably still don't know. But by adding the fence and structure, land owners behind them can't get to their property and they are essentially claiming land that's not theirs nor pay taxes on.

- Staff · October 16, 2025Thank you for your patience while we investigated your report concerning the alley obstruction and fencing behind 902 Dunbar Street. Our inspector conducted a site visit to document existing conditions and confirmed that a fence and accessory structure are located near the public alley area. The case has been referred to the City’s Property Maintenance / Code Enforcement Division for further review and compliance coordination with the property owner. Code Enforcement has opened an inspection and will initially attempt to achieve voluntary compliance by engaging the property owner directly. If the matter cannot be resolved cooperatively, it will be escalated to the Department of Public Works – Right-of-Way Management Division for formal enforcement action under the City Code. At this time, no immediate safety hazards were observed during inspection, but access concerns have been noted for follow-up. We will continue to monitor progress and coordinate with Code Enforcement until resolution.
