- Staff · October 9, 2025The Department of Public Works must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federal publication that applies to all streets open to public travel. An engineering study was performed in accordance with the MUTCD. Given your description of the requested all-way stop we looked at Powhatan St as it intersects with both S. Meadow St and with S. Allen Ave. Neither intersection met the MUTCD traffic volume requirements for all-way stops.
