- Staff · October 8, 2025The Department of Public Works must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federal publication that applies to all streets open to public travel. An engineering study was performed in accordance with the MUTCD. The intersection Roseneath Rd and W. Leigh St does not meet the MUTCD traffic volume requirements for an all-way stop.
