The Department of Public Works must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federal publication that applies to all streets open to public travel. An engineering study was performed in accordance with the MUTCD. The intersection of O St and 28th St does not meet the MUTCD traffic volume requirements for an all-way stop. There were also no reported crashes here for the latest five-year period (1.1.20 – 12.31.24). The intersection has ladder bar crosswalks and school crossing signs on O St and on N. 28th St.
