    DPW must perform an engineering study in accordance with the Federal Manual on Uniform Traffic Control Devices (MUTCD) before installing an all-way stop. This is a federal publication that applies to all streets open to public travel. Coventry Rd as it intersects with Calycanthus Rd does not meet the MUTCD traffic volume requirements for an all-way stop.
